- مقدمه
جوامع بشری همواره بر پایه آگاهی پیشرفت های قابل قبولی به خود داشته اند. و بر همین اساس است که اکثریت رهبرى شده بر اساس منطق و فکر صحیح، مىتواند مشکلات جامعه را در حد امکان بشرى حل کند و اکثریت غیر رشید و رهبرى نشده موجب انحطاط و سقوط جامعه به سوى منجلاب مىشود. قرآن نیز با اتکا بر همین قاعده مسلم و عقلایى، براى اکثریت منطقى و عقلانى ارزش قایل است. به عبارت دیگر، از منظر قرآن اگر جامعه ی اسلامى در چارچوب اسلام و بر مبناى اصول استدلالى و منطقى وارد جریان امور و نظردهىها و نظرخواهىها بشود و اختلاف در راه یابى به حقایق و عدالت یا تشخیص قانون درست از نادرست به وجود آید، اکثریت بر اقلیت ترجیح دارد. زیرا اکثریت در این صورت نزدیکترین راه به حقایق است و عقل و شرع نیز آن را امضا مىکند.

- قرآن و رأی اکثریت
اکثریت به دفعات در قرآن؛ کتاب آسمانی مسلمانان آورده شده است، که در این میان حدود هشتاد مرتبه در آن از اکثریت مذمت شده است. خداوند در یکی از آیات می‌فرماید: «وَ اِنْ تُطِعْ اَکثَرَ مَنْ فِی الأَرضِ یُضِلُّوکَ عَنْ سبیلِ اللهِ اِنْ یَتَّبِعُونَ اِلّا الظَّنَ وَ اِنْ هُم الّا یَخرُصُون؛ و اگر از بیش تر افراد روی زمین اطاعت کنی، تو را از راه خداوند منحرف و گمراه می‌کنند، زیرا آنان جز از گمان پیروی نمی‌کنند و آنان، جزء به حدس و گمان نمی‌پردازند». (انعام/ 116)

- اکثریت و ملاک حقیقت در قرآن
«اکثریت» علاوه بر آنکه معیار تشخیص حقیقت نیست، نمی‌تواند دلیل قاطع یا ارجح بر درستی باشد. به عبارت دیگر واقع نمایی و کاشفیت اکثریت، مورد خدشه است. از این رو اسلام هیچ گاه کمیت افراد را میزان حق و باطل قرار نداده است. چه بسا رأی یک نفر از رأی اکثریت یا همه ی مردم صحیح‌تر و منطقی‌تر باشد. در قرآن کریم آیات متعددی در نکوهش اکثریت آمده است:

- رأى اکثریت؛ تجسم اراده الهى
در زمامداری اسلامی و حکومت شیعی انسان ها به دنبال رشد عقلانى و پیشرفت هاى فرهنگى، ایدئولوژى و قانون الهى و حاکمیت خدا بر انسان را به عنوان عالی ترین و بهترین شیوه ی زندگى خواهند پذیرفت و به جاى تن دادن به قانون و حاکمیت بشرى و اطاعت و بردگى در برابر انسان ها، پرستش و اطاعت خدا را خواهند گزید. در این طرح اقلیت و اکثریت به آن معنى که خواست اکثریت، حاکم بر اراده ی اقلیت باشد، وجود ندارد.
زیرا خواست خدا نسبت به اکثریت(عام) و اقلیت، یکسان است و اکثریت در برابر این خواست، متعهد است و حق جایى را به نفع خویش قایل نیست. در حقیقت در چنین نظامى، همه فرمانبردار و فرمانروا، و حاکمى جز خدا وجود ندارد.( زنجانى، 1421 ه ق، چ4، ص 87).
